MSJRO.DLL in Access XP runtime

I include MSJRO.DLL in my runtime distributions from
Access XP to cure a common problem when it is not found
on the target PC.

This usually works well but in one case, a client got:

'cannot find or one of its components. An error occurred
while registering the file 'C:\prog-or
files\counselog\msjro.dll'

I am sure the message as relayed to me is mangled but the
registration problem is clear. Is there a simple
explanation and, moreimportant, a simple solution when
this occurs?
