installing runtime

The readme file for windows installer states that setup
checks for an Access installation and if it is not there
it installs the runtime version. I have not seen this
happen. The setup file has a reference to runtime with
the value set = -1. I have tried changing this value and
nothing happens. Anyone witrh experience on this?
